While the health policies by federal and state governments are developed to improve the state healthcare, they can put undue pressure on administrators of health care organizations. These administrators have to ensure that there is an alignment between government policies and internal organizational policies. The rapidly changing nature of the healthcare environment in terms of technology and healthcare policy reforms further complicates the role of administrators in integrating changes into their internal organizational procedures. In this regard, the administrators of healthcare organizations face financial constraints, inadequately trained workforce, and resistance to change as they try to integrate government health policies into internal organizational policies.
The implementation of federal and state policies often require financial resources. Without enough financial support, the ability of administrators to integrate policies into their internal structures is limited. A key example that put a strain on administrators is the 2009 enactment of the Health Information Technology for Economic and Clinical Health (HITECH) Act. According to Kruse, Kristof, Jones, Mitchell, and Martinez (2016), implementation of electronic health records (EHRs) required by the act was constrained significantly by a lack of financial resources. In this case, for an administrator to integrate EHRs with internal organizational policies, enough financial resources were necessary not only to cover initial costs but also training and maintenance costs. 
Administrators also face the challenge of an inadequately trained workforce. The new federal or state policy may require a health organization to train or acquire new personnel to facilitate its implementation. In the case of EHR policy, its implementation required staff members to have the required technical skills. According to Phalkey, Yamamoto, Awate, and Marx (2015), inadequately trained workforce was a major challenge in the implementation of the Integrated Disease Surveillance and Response (IDSR) framework.
