Hurricane Katrina badly affected New Orleans, Louisiana, resulting in widespread flooding, significant structural damage to buildings, and displacement of residents. Some of the residents were permanently displaced, and the emergency respondents and volunteers were unprepared for the massive operations required. The US Incident Command System (ICS) is a disaster response system that emphasizes command, control, and coordination as part of emergency management planning, response, and recovery (Moynihan, 2007). There was a diverse network of responders during the Katrina disaster, but this also complicated response and coordination. Weak coordination further resulted in delays and confusion with some individuals, groups, and teams working independently.
To enhance network capacity management, there would have been a focus on capacity building at the local level before, during, and after the disaster. It would have been necessary to identify specific roles and responsibilities focusing on those with knowledge of ICS working together.
