The story of Apple meets the criteria for formative evaluation primarily because the beta-testing is done before the final version is released. As revealed in the article, the 6.1.3 IOS update was released in beta to developers to test it, which would allow the company to make improvements before the release of the final version of the update (Greenberg, 2013). As described by Kopp (2014), we should think of the formative evaluation as a “try it and fix it" stage, where the training program is refined prior to launching.
