Hurricanes are the most common forms of catastrophic events that result in devastating impacts on the affected area. The United States has encountered numerous hurricanes, influencing the government to establish avenues and organizations to enable the citizens to provide essential services to the victims. Hurricane Harvey occurred on August 25th, 2017, in Port Aransas, Texas. The incident affected five states located along the southern coastline of the United States. Houston, the most affected city, evacuated a total of 30,000 individuals from their homes and had to shut down schools and hospitals surrounding the city due to floods. Hurricane Harvey was one of the most potent single storms that caused damage worth $180 billion. Therefore, the catastrophe was one of the most devastating occurrences in the country, just like Hurricane Katrina.
Summary of the Incident
Hurricane Harvey underwent a rapid intensification to become a category four based on its intensity. The catastrophe developed from just a form of a tropical wave to the East of Lesser Antilles and reached a tropical storm on August 17th. According to Sebastian et al. (2017), the incident threatened millions of residents with 130-mph winds, a massive surge of storms, and heavy rains that led to swamps, especially in coastal regions. Hurricane Harvey stalled in Southern Texas as one of the weakening hurricanes, thus producing river floods and catastrophic flash. The catastrophe affected 13 million individuals, with damaged homes and wrecked cars resulting from catastrophic rainfall that caused floods in Southeast Texas and Houston metropolitan areas.

he Houston Health Department (HHD) started responding to the catastrophe some days before Hurricane Harvey. The department activated Incident Command System (ICS) structures to monitor floods and conditions and manage HHD response across Houston. ICS expedites disaster response across different areas of the United States, including coastal rescues and addressing forest fires (Sebastian et al., 2017).
