Federal government Q1. How the western lands administered, settled and governed? The Congress did not have the power to raise the revenue by direct taxation of American citizens, and they decided to raise money through the sale of lands within the vast unmapped territory west of the original states that were acquired through the 1783 Treaty of Paris after the War. The compromises made was in the interest of the American government to consolidate the control of the land within its borders and pay debts. Q2. The process by which new states enter the Union The new states would be admitted to the Union by the Congress, but there was no formed new State erected within the Jurisdiction of any other State nor any State be formed by the Junction of two States or Parts of the States without the Consent of the Legislative of the concerned States. Q3. Description of the economic problems during the period of Confederation During the confederation, the American economy was very fragile and within its infancy. There was still the existence of the Barter economies on the frontier and no system of the national revenue because the federal government had no authority to tax. The British Royal Navy continuously seized the American trade ships making their economy to be under the weight and shadow of $4 million debt owed to France, Netherlands, and Spain. Q4. The causes of Shay’s Rebellion The major cause of Shay's revolt was money problems as there was a lack of money in and the American economy was languishing. The American Revolutionary War led to big financial debts making the nation to impose more tax on the citizens to pay their debts. The Continental Congress and the state governments imposed a Poll tax to pay for the Revolutionary War Debts leading to the revolt. Q5. The fears of elites and why were they growing The fear of the elites was the backlash of the globalization against the outside world and in favour of increasing isolation. The major goals of the elites after World War II was the integration of all the nations' economies, but the globalization factor was threatening the goals of the elite of international economic integration. Q6. Reasons why the government did not work under the Articles The government under the articles could not work since it was very weak to impose the laws and had no authority and power. This was mainly because of the borrowing of money by the Continental Congress to fight the Revolutionary War but could not repay the debts making the state to impose a heavy tax on the citizens. Q7.
