The Kansas-Nebraska Act was passed when there were highly divisive and controversial options on slavery. Illinois Senator Stephen Douglas advanced this Act in 1854 as an attempt to rearrange the larger Nebraska that would later become Kansas, Montana, Nebraska, and Dakota latitude (Foner,2013). The Kansas-Nebraska Act might have sought to extend slavery to areas that had been banned, leading to highly charged debates that contributed to civil war. However, it must be noted that the Kansas-Nebraska Act was neither pro-slavery nor anti-slavery legislation. Douglas leveraged the notion of “popular sovereignty” to mollify and appease northern opinions that embody an-slavery sentiments. He believes that the element of popular sovereignty would enable the endorsement of the Nebraska Act, which would finally allow westward expansion with little impediments.
