The article “Empire & ‘Civilizing’ Missions, Past & Present” by Kenneth Pomeranz has critically examined how empires have operated in the past and the present. The author asserts that in empires, the leaders tend to rules other societies either directly or indirectly. It is essential to comprehend that the United States has been compared to the imperial Rome; however, since the 1970s, the approach used by the United States to promote both nation-building and development have changed since the country is determined to benefits its subjects unlike the empires of the past centuries (Pomeranz, 2005). The article explains that the imperial stake has changed since 1800, where both the Americans and the Europeans welcomed the idea of allowing the civilized societies to rule themselves.
Pomeranz has explained that allowing civilization generated a distinctive tension where every empire was claiming total success would be championing for its dissolution. Additionally, it has been determined that the continued presence of empires is critical in maintaining direction, as this has been demonstrated by the United States presence in Iraq (Pomeranz, 2005). Besides, the perceived readiness for self-rule may be determined through various aspects that include social, economic as well as cultural factors. Additionally, the colonial regimes maintained that establishing and enforcing liberal property rights system which offered enough developmental efforts. The article has also addressed the case of development in China, which is summarized as the “Go West” initiatives where the country’s focus is on acquiring resources and promoting the region through improving the living standards.
The primary strength of this article is based on the ability of the author to link the title of the article to its contents. This title reflects on the matters discussed; the “Empire & ‘Civilizing’ Missions, Past & Present” has explained the issues concerning empires and civilization in both the past centuries and in the current societies (Pomeranz, 2005). Additionally, the article also provides real-life examples. For example, Pomeranz has managed to offer an extensive comparison of the empires established both by the United States and imperial Roman. The authors assert that while the Americans saw the idea of being civilized as critical for imposing self-rule, Romans had a different approach where being civilized was determined as disqualification of self-government. The main limitation of this article is that it has not demonstrated how non-European states such as Japan, which copied the Western behavior of imperial, failed to succeed by not fusing the ingenious notion with the new concept.
