Explain the Joint Commission's role in the evaluation of an organization's quality management processes.
Describe the roles that different levels of administrative personnel play in establishing or sustaining operational policies that are focused on employer-employee organizational risk management policies.
Explain the relationship of risk management programs and compliance with ethical standards.

Risk management plan is essential in any health care setting. Improving patient safety is not just about minimizing or preventing system malfunction; patient safety is about developing and supporting safety culture. Managers need to design and implement continuous improvement strategies aimed at empowering leaders and management team to maintain high-quality patient care. Developing a safety culture means bringing everyone within the organization to work together for a common goal. This will strengthen the organization’s safety culture.
Creating Safety Culture
Creating safety culture will take time; it is a series of a continuous improvement process that needs to be followed and periodically evaluated. Employees and employer's commitment is the hallmark of developing a true safety culture especially when safety measures are integrated as part of the daily operations according to (Spath, 2012).
The beginning of the road towards developing a safety culture will require high levels of safety awareness. These could include designing posters and putting up warning signs. More time should be devoted to addressing physical hazards and also develop safety recognition initiatives. Other strategies include creating safety committee or starting up incentive programs to motivate staffs to promote patient safety. Top management support of safety culture involves providing adequate resources for investigation and periodic safety training. To assess safety outcomes means developing accountability systems. These systems establish safety goals, activities and also charge the cost back to the units that incur them. This makes safety everyone's responsibility because everyone become accountable for his action at work (Lynch, 2011).
Administrative Steps and Processes of Promoting Safety
Spath (2012) suggests that when proposing changes within the organization including safety, it is important to gain the senior management support. Working as a team to promote safety will enhance quality care, which will also help the organization meet its overall objectives. To implement changes successfully, building partnerships between the management and employees will enable both parties share a common goal and work towards achieving this goal. By establishing a shared vision of safety, the management needs to support and set examples that lead to the desired changes. Building a safety culture is more about good leadership than management.
People naturally tend to resist changes. Building a safety culture requires building trust for people to accept that these changes will benefit them. Establishing an effective structure will help in coordinating safety initiatives. Defining specific roles and responsibilities will promote safety culture because employees will understand that safety is everyone's responsibility (Lynch, 2011).
