An examination of the problem at the facility showed that the problem resulted in Long Term Acute Care (LTAC) patients staying to between 4 weeks and 4 months. Though some states such as California have enacted legislations on nurse staffing standards and patient safety, it has been a real challenge to ensure that staffing levels meet policy, legal and management standards. High turnover rate of nurses has also been the reason behind the problem.
