Implementation of the IOM Future of Nursing Report
The health reforms demanded by the Robert Wood Johnson Foundation, and the Institute of Medicine (IOM) was aimed at offering a cost effective, quality and evidenced based care. The report recognized that models of health care must and needs to be innovative in a bid to attain the set goals. Further, the report did see the need for health professionals to provide highly qualified and professional skills which would be in turn presents a unique opportunity for the entire medical profession in regard to fulfilling its leadership position and to leverage its strengths in team based responsibilities. This paper seeks to review the impact of Robert Wood Johnson Foundation Committee and the Institute of Medicine Research which eventually culminated in the publication of the IOM report.
The city of New York has provided various recommendations in regard to interpersonal collaboration. This collaboration is specifically aimed at ensuring high quality patient centered care and collaboration between physicians, nurses and other health practitioners not only in practice, but also in education as well as all other aspects of health care settings. Among the recommendations provided include the need for the removal of practice barriers and the increase in the proportion of health care professionals by at least 80 percent by the end of the year 2020 (IOM, 2010). This number would specifically include nurses who have a baccalaureate degree.
The recommendation also calls for an increase in the number of nurses who have a doctorate by twice the same year as well as preparation and empower nurses to lead change in regard to advanced health care. It also called for building an infrastructure through which health workforce data could be collected and analyzed. One of the set goals laid down by the IOM report was to enroll 130 baccalaureate students by the year 2020 with a retention rate of 85.8 percent. The program has so far identified that almost 66 percent of those who supports the program hire registered nurses who are qualified with a bachelor in science degrees with 26 percent being required to get a BS in a specified time period (IOM, 2010). The report also aimed at doubling the number of nurses who have doctoral qualifications by twice by the year 2020.
One of the importance spelt out in the recommendations was the need for nurses to practice to the full length of their training and education. Given the variation in rules and licensing practices across various states, the report did recognize varying effects on various types of nurses in various parts of the country. For instance, whilst some of the states have established regulations which enable nurses to attend to patients and prescribe medications in the absence of supervision from physicians, the majority of states throughout the country do not allow this. As a result, the roles that nurse practitioners are expected to perform are not determined by their level of training or education, but by the distinctive state laws under which they operate (NYSAC, n.d).
