The Effect of the PPACA Legislation on Health Care Delivery System
The Patient Protection and Affordable Care Act (PPACA) is a healthcare Act that was designed to provide Americans with quality health care services with relatively low out-of-pocket cash. The PPACA is a comprehensive policy which covers uninsured patients, employees, and Medicare and Medicaid recipients among other beneficiaries; hence, promoting healthcare service delivery in the United States (Kocher, 2010). Kocher further maintains that the Act is orchestrated to offer incentives to businesses and facilitate medical research in a move to enhance the provision of high-quality health care services. In effect, the Act will go a long way to extending healthcare service provision to hundreds of thousands of Americans, including employers, senior politicians, and businesspeople who can afford expensive healthcare insurance plans.
Hitherto, the PPACA Act has made it possible for more than seventeen million Americans to get healthcare coverage. Additionally, the legislation has attracted more Americans, particularly young adults who could not afford to pay for health insurance coverage to acquire the coverage; hence, increasing the number of people that are insured. Also, the Act prohibits other healthcare insurance companies from augmenting the rates of their insurance premiums beyond reasonable levels (Koh, & Sebelius, 2010). This has, in effect, made the insurance affordable to the middle and low-class income earners. It has also made it possible and opened more avenues for Americans to exploit different health insurance options.
Moreover, the PPACA policy forbids insurance companies from denying coverage for premium applicants who have genetic disorders or pre-existing medical diseases. The Act also provides for the unpaid coverage for preventative care, which means that whenever a patient has a medical insurance cover, they can be immunized without incurring any extra medical expenses. With the help of the PPACA care, healthcare practitioners are now required to prioritize preventative care instead of treatment thus reducing cases when patients with minor diseases are rushed to surgery to maximize income to the health facility and healthcare providers while exhausting overstrained patients (Koh, & Sebelius, 2010).
Furthermore, PPACA has also led to an increase in the number of patients that visits primary care with over 30% of the visits comprising of the newly insured persons (Koh, & Sebelius, 2010). The tremendous growth overwhelms the American healthcare facilities, which forces hospitals to make organizational changes in order to accommodate more patients who just acquired their insurance covers.
