Healthcare Delivery Models and Nursing Practice
The healthcare system in America has gradually undergone several reforms due to the increasing healthcare needs. Over the years, legislators have introduced laws and regulations to restructure the delivery of healthcare services. The increase in population and high disease prevalence promote the demand for healthcare services. Inactivity, poor feeding habits, and the state of our environment are some factors that have fueled the occurrence of lifestyle diseases. As the demand for healthcare services increases, so does the need for more healthcare professionals. Nurses are the most affected by the high number of patients as they are the primary caregivers. The growing healthcare burden drives the need for an effective healthcare system mindful of patients and healthcare providers. Healthcare professionals need the motivation to provide top-notch services and meet the existing healthcare demand.
Current Healthcare Law introduced within the last Five Years
In 2019, the House of Representatives amended the Public Health Service Act to include the Title VIII Nursing Workforce Reauthorization Act. The act would reauthorize the nursing workforce development programs from 2020 to 2024. The development programs support the education and training of more nurses to deal with the current shortage. Reauthorization of the nursing workforce development programs was vital because programs operating without valid authorization face the risk of losing funding.
The development programs would receive approximately $970 million up to the fiscal year 2024 to support the training of nurses (Craig & Hewitt, 2020). The programs boost nursing education from entry to graduate level and support institutions that offer nursing education. Nursing students benefit through student loans and grants provided by the program. Furthermore, the programs support advanced nursing education and offer retention grants. The Title VIII Nursing Reauthorization Act of 2019 is essential to the nursing practice as it ensures enough nurses to provide healthcare in rural and underserved areas. It also supports advanced education allowing nurses to give specialized services and get promotions. In addition, the amendment of the act promotes technical changes to align with the current nursing practices. For instance, it acknowledges advanced nursing roles, defines nurse-managed clinics, and allows clinical nurse leaders to provide education grants.
Quality Measures and Pay for Performance
Quality measures are tools of assessment used to quantify the quality and effectiveness of services. Quality measures in the healthcare sector measure the effectiveness of services, patient outcomes, organizational systems, and patient satisfaction. The commonly used measures to assess nurses include outcome measures and process measures. Outcome measures provide information about the result, while process measures provide information about the actions contributing to the final results. Regular quality measurement is vital as it promotes the effective use of scarce resources to...
