The government performance and results Act 1993 (GPRA) was enacted to improve government performance. The act requires all heads of executive agencies to submit a strategic plan for performance goals and activities to the office of management & budget and Congress (Fountain, 2013). The plans should run for five years and be updated after every three years. The act requires the agency heads to submit an annual report to the President and the Congress about the program performance for the previous year based on the performance indicators in comparison with the planned activities for the year. The director of office of management and budget can exempt any agency with annual budget of $ 20million or less from reporting requirements. The director is to designate not less than ten agencies to represent a wider range of government functions (Fountain, 2013). The act permits the inclusion of proposals to waive administrative procedures and controls for a specific organization to receive a performance goal. The Act requires the inclusion of performance plan within the president's budget (Brass, 2012). How did the so-called Results Act give way to the Government Performance and Modernization Act of 2010? The GPRA Modernization Act of 2010 came into existence after the results Act was amended. The GPRA is meant to ensure that the mandated plans and performance information are used in the ongoing management of federal agencies and programs. The Act was meant to address the concern within Congress, and the office of management and budget. One of the main concerns was agencies generating a lot of good plan that were well documented and reported results, however, the same agencies made insufficient use of information to manage these programs (Brass, 2012).
