A reactive development strategy is one in which the topic takes a back seat in disclosing the progression of a crisis, hoping that stakeholders would become aware of the issue before taking action. On the other hand, a proactive communication strategy is associated with the organization admitting a crisis and the potential harm to the stakeholders and finding a solution to the problem (Chang, 2015). Given its breadth and relationship to data protection, Facebook's crisis communication approach was more reactive, which might have caused more significant damage to its image and shareholder confidence (Spitzmuller, & Van Dyne, 2013). Therefore Facebook could have adopted a proactive strategy to address the communication crisis instead of using the reactive approach.
