Arizona’s instructional program for English language learners is based on four principles called Arizona's Language Development Approach. According to the Arizona Department of Education, these principles are based on the core idea that "all educators share the responsibility for promoting the success of English learners."

According to Arizona, English learners are students whose native language is not English and have difficulties reading, writing, speaking, and comprehending English. The students are not classified as fluent English proficiency because their performance in the mainstream assessment is not comparable with their peers who are proficient in the English language. In this regard, they need special English education and ensure that they attain proper English proficiency.

One of the reasons that make an English learner enroll to a program is because English is not regarded as their native language. With poor English proficiency, their schooling and other formal learning activities are interrupted. In Arizona, some students enroll in the school for six years or more due to inadequate prior schooling experiences that negatively affect their literacy skills in English. Therefore, these people are given a category called Long Term English Learner (LTEL) to allow them to acquire proper English language proficiency.

In Arizona, most of the population in 2016 were foreign-born individuals and constituted 14% percent of the Arizona population; this explains why Arizona has the most English learners school. Most of the EL students in Arizona speak Spanish hence explaining the immigration fact of the Spanish people to Arizona. Arizona has basic states policies for EL education under the federal Every Student Succeed Act (ESSA) enacted in 2015. It is set in place to guide schools, both charters, and the public, in their efforts to provide an equitable education to their students (Arizona Department of Education Office of English Language Acquisition, 2017). The policies provide comprehensive guidelines on how learning institutions should support English learners. Moreover, the policies outline proper strategies to address the need for non-native English learners within Arizona.
