In the video, Brooksley Born is an American attorney and a former public official. During her tenure at the Commodity Futures Trading Commission (CFTC), Born lobbied to give the commission oversight on off-exchange markets for the derivatives. Born and her team sought comments regarding regulations of over-the-counter derivatives. The character’s primary concern was the financial instruments and swaps used for trade between insurance companies and banks. The latter institutions have no transparency except to the two counterparties and their regulators. The chairperson and secretaries of the Federal Reserve opposed the analysis of CFTC’s due to the regulation of derivative instruments.
