Discussion Topic 1
The final budget-to-actual comparisons are not valuable to the estimates provided at the start of the year because many players and decision-makers are in the budgeting process. The budget is prepared over a 12-year fiscal period. The budget allows for allocating financial resources for different projects and goals for the state. The state officer requests different state agencies to provide input and recommendations for the following year's spending and projects. The state agencies provide information on how much they need for the upcoming year. Unfortunately, while the ground agencies provide their needs to the state budgeting officer, the budget department, cabinet secretaries, and state officials review and adjust the budget toward the governors’ requirements, political needs, and goals. Consequently, the cabinet secretaries and officials may cut the budget or increase it based on the economic times. The budget goes through the House and the Senate for legislative approval before going back to the governor. Ultimately, the budget will not be a reflection of the needs presented by the different agencies that deal with the needs of the people.
