Tax on dividends distributed to the shareholders and tax capital gain ought to be eliminated even as the tax revenue would decline. Focusing on improving efficiency in allocation of tax revenue while eliminating tax on dividends and the capital gains would likely increase capital investment and reduce unemployment. Capital gain is the increase in stock value linked to the retained earnings. Business profits in the United States pay progressive tax rates and profits are distributed to shareholders return to pay taxes at the marginal rate. As retained earnings increase the value of companies, they also pay taxes again, at a lower rate, such as capital gains, when owners sell shares.
