Lamoille Ambulance Service (LAS) Inc. entered a Corporate Integrity Agreement (CIA) on 23rd June 2003 with the Office of Inspector General (OIG) of the Department of Health and Human Services (HHS) in the United States of America (USA). The primary reason LAS had a CIA was to foster adherence to the regulations, statutes, and written directives of Medicaid, Medicare, and other Federal healthcare programs as defined in the 42 USC Section 1320a-7b(f) (Lamoille Ambulance Service Inc. Corporate Integrity Agreement, 2003). The company’s directors, officers, employees, agents, and contractors are entitled to comply with the CIA. Before the effective date of the CIA, LAS had initiated voluntary compliance that represented the ambulatory service provider. In that light, the ambulance provider had already complied with the CIA in its appointment of the compliance committee, compliance officer, employee training, establishment of procedures and policies, and the disclosure program.
The OIG monitors and controls the standards of ambulance providers to ensure that they comply with all Federal and State regulations and statutes. The Medicare laws governing ambulance services in the USA are unique and complicated (Scarano, 2008). In that light, ambulance providers should ensure that they understand these regulations so that they can avoid violating them knowingly or unknowingly. LAS entered into a CIA with the OIG so that it can ensure compliance with the Federal healthcare programs, Medicaid, and Medicare rules. For instance, without a CIA, it can be challenging for an ambulance provider to understand how to create an effective audit program that addresses financial relationships, claims, and other problems. Some of the CIA’s requirements for ambulance providers include ensuring that services provided are medically necessary, physicians have proper certifications, appropriate modifiers, and codes, and services are billed accordingly (Scarano, 2008). As such, by obtaining the CIA, LAS ensured compliance with all the OIG’s requirements, and it has operated well without any disruption.
