The first evaluation question for my evaluation plan of the HPV immunization program relates to attitudes towards HPV vaccine: What attitudes did the target group have towards HPV vaccine? This question is reasonable because it will help determine the connection between attitudes towards HPV vaccine and effectiveness of the immunization program. Current literature indicates that distrustful and negative attitudes towards vaccination tend to result in lower acceptance rates among the target group. The question is appropriate because it addresses a critical success factor in vaccination effectiveness. Understanding the target group’s attitudes towards the vaccination program can reveal the effectiveness of vaccination sensitization activities. The question is answerable because the target group can explain how their attitudes informed their decision to participate in the program. One of the strongest predictors of vaccination effectiveness is the knowledge and attitudes of the target group (Brotherton et al., 2011; Rahman et al., 2022). For instance, fear of side effects can result in hesitancy about the HPV vaccine while perceived safety of the vaccine can increase uptake. The end user of the evaluation is the program directors since the target group’s perception of the vaccination program is necessary to determining the reasons for hesitancy or uptake. The knowledge, attitudes, and perceptions of the target group will be critical to determining the effectiveness of vaccination sensitization activities as well as ways of improving messaging.
The second evaluation question for my evaluation plan of the HPV immunization program relates to vaccine delivery: What measures were implemented to ensure training for health workers and partnership for vaccine delivery implementation? This question is reasonable because it covers an essential component of vaccine effectiveness: staff training and partnerships. The rollout of HPV vaccine is dependent on an ecosystem of trained staff and various partners developing, maintaining, and operating the systems and infrastructure necessary for mass vaccination. The question is appropriate because it seeks to evaluate whether health workers were trained in vaccine administration and if appropriate partnerships were cultivated to increase vaccine uptake among the target group. The question is answerable because the program directors can easily verify if health workers received training and whether they benefited from the training in terms of vaccine delivery implementation (Hong, 2023). It is also easy to verify if the program cultivated necessary partnerships to ensure success of the vaccination effort. The end user of the evaluation is program directors since they are in charge of vaccine delivery including staff training and developing critical partnerships with local stakeholders. The findings can provide critical insights on how to improve staff training and collaborations with community members.
