One of the competencies required is community health appraisal and screening (Rallings, 2009). They implement strategies that identify the causes of negative health as well as the resources needed to ensure optimal health and identify the people or groups that may be at risk of compromised health (Giles & Gray, 2001). To satisfy this competence, skills in surveillance through monitoring health data, skills in investigating disease and health risks, skills in outreach to pass vital health information, skills in screening of people using tools such as asymptomatic STI and skills in case finding to connect people at risk with the appropriate resources are required (Rallings, 2009) . Another competence required is health care delivery where the nurse offers nursing care while encouraging client participation and drawing on resources from multidisciplinary teams (Rallings, 2009).
