In the readings for this unit, we learned about the history of civil defense and the ways this has changed over time in our communities to include emergency management. For this assignment, discuss two ways your local community has implemented civil defense/emergency management strategies that include the community (as opposed to only policies or procedures for emergency management personnel). These can include strategies such as preparedness campaigns, Community Engagement Response Team (CERT) programs, citizen fire/police academies, or any other types of programs that actually involve the community. Explain how your community addresses the core missions and goals of the U.S.
Department of Homeland Security as described on pages 30–32 of your textbook. Be sure to identify your community in your document. Be sure to summarize, paraphrase, and cite the information. Do not copy directly from the textbook or from any other source, including your community website. Sites such as Wikipedia, ehow.com, history.com, howstuffworks.com, and other similar sources are not scholarly in nature and may NOT be used for this assignment. Your paper needs to be at least two full pages in length not counting the title and reference pages. You must include at least two sources in your assignment (one can be the course textbook). The paper must follow APA Style in format, include a title/cover page, in-text citations, and a properly formatted reference page. You do not need to include an abstract for this

Two ways Kansas City implemented Civil defense/emergency management strategies
It takes an entire community working in collaboration to recover from a disaster; this is according to the Kansas City community. Kansas City is at risk of severe thunderstorms, flooding, terrorism, tornadoes, heat waves, drought, power outages, and earthquakes. Therefore, the city has implemented the community emergency response team to save lives and protect the city from destruction. According to Community KC, the program is a twenty-four-hour training offered by the Emergency Management Department of the City of Kansas, Missouri. It imparts the residents with disaster preparedness and disaster response skills in fires, search, and rescue (Community KC, 2015). Also, they offer team organization and medical operations skills, such as first aid, treating injuries, triage, and how to deal with the psychological effects of terrorist attacks and calamities. The program established in 2015 has trained and certified over three thousand Kansas City residents, ensuring that when a disaster strikes, neighbors or friends will be the first first responders to help (Community KC, 2015).
The second way the civil defense has been implemented in Kansas City is through the citizen Police Academy Initiative. The initiative is a united effort between the Kansas Police and the residents to ensure the neighborhood is livable and protected from terrorism. It offers the residents an opportunity to learn how law enforcement works. Residents who take up the training visit the city’s Crime Laboratory, the Canine Unit, and Bomb and Arson Units to understand how the departments and equipment work. Also, they learn the process of investigating accidents, bombs, arson and homicide cases, Tactical Response Teams operations, and vice investigations. With this knowledge at hand, they willingly cooperate more with the police in identifying terror elements and support them in prosecuting the criminals and defending the city from all vices (Kansas City, Missouri Police Department, 2021).
