As outlined in the 2030 agenda, sustainable development promotes poverty reduction and comprehensive solutions to social issues. This commitment extends to ethnic minority groups in China whose growth researchers have not investigated from a self-motivated, bottom-up (emic) perspective. It is imperative to examine the importance of education policy on the sustainable development of ethnic minority groups in China. The literature, which focuses on modernity markers, typically overlooks culture. This study emphasizes the link between development and the local ecosystem and suggests a comprehensive and localized paradigm shift.
The 2030 agenda, adopted by 193 UN member states, guides global sustainable development. This comprehensive framework includes 17 Sustainable Development Goals (SDGs) to address varied issues and promote equitable progress (United Nations, n.d.). These SDGs have an intricate interconnectedness, and that communal commitment is vital. Leading poverty alleviation requires a diverse approach to empower people worldwide. The 2030 agenda guides Chinese development policies. SDGs are important for holistic progress; thus, the government aligns its strategies with them. However, applying this agenda to ethnic minority groups requires careful consideration. Leavesley et al. (2022) shed light on the 2030 agenda's worldwide application, but local details require a deeper contextual investigation. Ethnic minority communities face unique challenges and opportunities outside of the national narrative. The 2030 plan emphasizes ending global poverty; however, ethnic minority groups in China require modification to meet their requirements. A nation's cultural and contextual variety must adapt SDGs to be effective. There is a need for critical analysis to determine if the 2030 plan corresponds with Chinese ethnic minority populations' goals and challenges.
To comprehend ethnic minority groups' sustainable development in China, an emic perspective and bottom-up analysis are essential. Emic perspectives allow one to better understand a cultural group by immersing oneself in subjective experiences and perspectives (Kiaos, 2023). This perspective opposes exogenous frameworks and encourages community-driven growth narratives. This research follows a bottom-up approach. Research shows that true development occurs when communities shape their fates through grassroots empowerment and engagement (Firchow & Selim, 2022). The study seeks to reveal narratives that national development plans may overlook by examining ethnic minority views. Emic perspectives empower ethnic minority groups to shape their development (Kiaos, 2023). This approach recognizes that growth is a mosaic of varied experiences and objectives.
