GENERAL

 

1.  What are the typical qualities exhibited by a good leader? Name a good leader and describe why you feel they are effective.

 

Having good communications start with a commitment by the leadership of emergency management organization to sharing and disseminating information both internally and externally. (page 4)

 

To name a good leader I will retreat back to my active duty days since it's still the most freshest thing on my mind. Without question having great effective communication is important I once had a team leader that did just that. He would always keep us informed of any good information and make sure we understand it. He was very subconscious of how he would look before his higher ups. Knowing that your soldiers are a reflection of yourself is very important and did made sure that we all looked good and knew of our battle task and drills is important he would always help us out even after we would get released.

 

2.  Explain both the positive and negative aspects of media involvement in emergency management. Overall, do you believe the media helps or hurts the work of emergency managers?

 

The media plays a primary role in communication with the public. No government emergency management organization could ever hope to develop a communications network comparable to those network already established and maintained by TV, radio, and newspaper outlets across the country. It's important for emergency managers to understand the needs of the media and the value they can bring to facilitating response operations. An effective media partnership provides the emergency manager with a communications network to reach the public with vital information (page 6).

 

In my opinion having good relationship between the two is very important, if a manger cares about how their agencies looks before the viewers he/she would make good use of what information they give out and know how to properly communicate with the media.

 

 

3. How did Director James Lee Witt's "Customer Focus" improve the way FEMA operated?

 

To contribute to the well-being of the community following a disaster by ensuring the dissemination of information

 

o Is timely, accurate, consistent, and easy to understand.

 

o Explains what people can expect from their government.

 

o Demonstrates clearly that  FEMA and other Federal, State, local and voluntary agencies are working together to provide the services needed to rebuild communities and restore lives.

 

The customs for emergency management are diverse. In order to effectively communication disaster information, emergency managers must clearly ID their various audiences and customers as well.

SPECIFIC

 

1. What does the word "safe" mean to you. Is it possible to be completely safe? What is safe enough?

 

In my opinion nothing is really safe I for one think very strongly in being prepared and most important having mental resilience. Bad things do happen and "when" it does happen to you, you can't just let something like that keep you down for every day of your life. With that being said the saying "Is it possible to be completely safe? and What is safe enough?" That's a lie to any one crazy enough to believe it, and if you do believe it you could be living a life of being paranoid all the time. It's crazy world out there you can't let fear keep you away from but, rather develop the mental resilience to get you out there.

 

2.  Explain both the positive and negative aspects of media involvement in emergency management. Overall, do you believe the media helps or hurts the work of emergency managers?

 

 

Positive: The media's role is to be communicating with the public. It's goal of being a partnership is to provide accurate and timely information to the public in both disaster and non-disaster situations. An effective media partnership provides the emergency managers with ia communications network to reach the public with vital information. Such partnership provides the media with access to the disaster site, access to emergency managers and their staff and access to critical information for the public that informs and ensures the accuracy of their reportings (page 6).

 

Negative: The partnership requires a commitment by both the emergency manager and the media to work together and it requires a level of trust between them both. Often at times the relationship between those two parties can be rather tenuous. There has often been a conflict between the needs of emergency mangers to respond quickly and the need to the media to obtain information on the response so it can report it just as fast (page 6).

 

This conflict sometimes resulted in inaccurate and tension between the emergency managers and the media. The loser in this case is the public which relies on the media for it's information. In some ways it's everyone's fault if one or both parties can't find common ground to stand on the public will suffer.

 

3. Was Israel Weinstein a good leader, or just very lucky? Explain with examples.

 

In the case Israel I think he was a good leader. This case took place in the year of 1947 the fact that he acted the way he did during that time period itself is rather remarkable. On page 54 he sent out fact-finding teams, hundreds of doctors and nurse along with many other volunteers site out on a mission to find the source of the outbreak and to vaccinate those in need. Following on to page 55 he sent out to the city Mayor he convinced on granting $500,000 on getting vaccine materials. He got the information out as fast as possible and made sure it was up to date, sure at that time America isn't as well technology advance as we are now but Israel did what he could at that time.

Question 1
I agree with my colleague that effective communication is one of the most significant qualities of a good leader. The individual shows how he had an effective team leader who informed them about everything that was about to happen, particularly military tasks and drills. My peer fails to relate the characters of a good leader with the aspect of emergency management. For example, he does not show how effective communication was vital when responding to emergencies. Moreover, he mentions only one quality of a good leader instead of giving at least two of them.
Question 2
This question has two sides, namely the negative and positive aspects of the media in emergency management. Nevertheless, my peer focused on the benefits of the media only and did not show how it can be detrimental during disasters. All in all, I agree with my classmate that the media hold significant responsibilities in emergency management. For instance, emergency agencies broadcast relevant information to the public through the media, such as newspapers and television. However, in the case of miscommunication between the agencies and the media, the information aired can result in confusion, which can make it challenging to manage a particular disaster.
Question 3
The “Customer Focus” by Director James Lee Witt significantly improved how the Federal Emergency Management Agency (FEMA) operated. I agree with my colleague that one of the vital things that Witt did was to facilitate efficient information dissemination to the public and other relevant stakeholders. I like the point by my peer that the information was passed on time and that it was accurate, easy to understand, and consistent. Furthermore, the individual enabled people to master their duties in disaster management and those of the federal, local, and state governments.
