Fall 2020 - CCT335 Technology and the City Assignment Two: Case Study Due: November 11 (submission via Quercus by 9 pm) The object of this assignment is to choose one urban technology and examine it through one of the following lenses: (1) smart city (2) platform urbanism (3) Politics of Technology (4) Repair, maintenance and labour (5) Automobility (6) Policing the City Your case study can be a new and emerging technology or platform or an old urban technology that we still use today. This picks up on Assignment 1 where you were to reflect on both old and new forms of urban infrastructure that you rely on in your house. Be as specific as possible with your example, so: not public transit, but the New York subway; not bicycles, but bike sharing in Beijing; not surveillance, but predictive policing in Canadian cities. You are encouraged to run your topic by the instruction or your TA before proceeding with research, that is what the open office hours are for. Expectations: • your essay must demonstrate familiarity with the themes, and so your essay will be evaluated on your ability to incorporate course content and to apply that content to one example which you develop throughout the paper. Technology has transformed almost every aspect of life across the world. Despite its widespread significance and scope of its impact, the political implications of technology remain disputed and its consequences are uncertain in the long run. Among the celebrated achievements of technology are associated with its significant role in economic prosperity, cultural creativity, healthy and longevity, governance, and security. It presents an important task of transforming most, if not all, public dynamics to adequately resolve modern and future life challenges (Thiele, 2020). The increased use of technology in cities is among the defining feature of urbanization in the 21st century. And better yet, law enforcement authorities are continually seeking new technologies that can guarantee enhanced public safety with a differentiation in terms of movement, communication, control and initiation. Modern technologies are bound to place people within “time compression” which are complicated and varied, raising political issues (Massey, 1994). The use of public surveillance cameras is among the recent development of technology-based public safety strategy (La Vigne, Lowry, Dwyer, & Markman, 2011). All technologies usually cause unanticipated consequences, and public surveillance systems may produce more than their fair share in their real-life applications. The essay aims at evaluating the potential benefits and harm of public surveillance systems by analyzing their use in crime control and prevention in Washington D.C.
Theories Supporting Public Surveillance Systems
It is believed that public surveillance systems can prevent crime by refraining potential offenders from criminal activities if they are aware that they are being watched and are at higher risk of being apprehended. Another perspective is that public surveillance instills a sense of safety among law-abiding civilians by encouraging them to use public spaces since the cameras serve as informal guardians and potential witnesses in case of an unanticipated incident (La Vigne, Lowry, Dwyer, & Markman, 2011). Proponents of public surveillance systems suggest that they have the potential to promote the efficiency of the criminal justice system by alerting police about incidences of crime and potentially risky situations without much delay. They, therefore, provide key information that can help law enforcement agencies determine the safest response approaches by altering the “qualitative experience of time and space” (Sharma, 2012). Surveillance systems can record and document video footage of criminal activities and can be used to identify perpetrators, victims, and witnesses (Cayford & Pieters, 2018). Such footages enhance the efficiency of criminal justice processes by assisting in investigations and prosecutions. Video evidence can be crucial in closing some cases in absence of an alternative and has the potential to deter offenders from engaging in future criminal activities.
