Introduction: Problem Statement
In its quest to improve citizens' well-being and happiness, the United Arab Emirates government has created and implemented a number of policies. These policies are part of its plan of realizing Vision 2021. In rolling out its plan, the government implemented what is referred to as the “Happiness Meter” in April 2015. This rating pattern aims at giving Dubai's citizens as well as tourists rating ability; the citizens and tourists are able to rate government websites, in-person services, and applications. Additionally, Dubai's citizens are able to follow up comments about their experiences with these sites and applications run by the government. Despite setting important policies to guide the government in implementing a happiness culture, the policies have not achieved the recommended levels. Understanding the policies that the government has set up is the first step in the evaluation of their success ("UN News - Happiness should have greater role in development policy – UN Member States", 2016).
Currently, the government is in the second phase of the “Happiness Meter” program which involves extending its services to select private companies (Rode, 2012). However, the program has not yet achieved the recommended standards because of a few weaknesses in the enactment and implementation stages. By analyzing the weaknesses in the policies, effective recommendations will be provided; such recommendations are meant to help the government implement updated policies that can contribute to successful achievement of the country's Vision 2021.
Weaknesses in Policies
Normally, satisfaction and happiness levels from citizens have to be analyzed. Analyzing satisfaction and happiness levels in such large populations is not an easy task; it involves large volumes of data that have to be computed and then analyzed.
