(remember, you will need seven sources—at least three scholarly—in your final
bibliography)
4. What makes the topic important, and how it relates to justice
While this component of the assignment does not contribute to your overall grade, failure
to complete this assignment means you will be ineligible to write an outline and give a
speech. The key to a successful topic proposal is a narrow scope (e.g., do not propose to
talk about “oil” but rather “why we ought to have/not have the XL Pipeline”).

The Korean Nuclear Issue
The issue of nuclear weapons surrounding Korea is a major uncertain and complicated factor in the security of Northeast Asia. It has developed to become an aspect of focus for the nations in the Asia Pacific region and the entire world. China began mediations with Korea over the issue in 2003 at the sincere request of the United States (Ying 1). China as a developing nation at the time was key to uphold its principles regarding peaceful and beneficial coexistence with other nations more so North Korea. China was strongly opposed to the proliferation of nuclear weapons by Korea. It made a firm request to North Korea requesting they halt their development of the weapons in addition to seeking assistance from other countries, including the US to aid in addressing their security concerns. The thesis of the paper is to determine the legal implications surrounding the North Korea nuclear program and the role of the United States and other stakeholders such as China within the confines of international law and agreements.
However, a deep-rooted mistrust between North Korea and the US made the process more difficult to obtain an agreement or consensus during the negotiations. China continued working extra hard as a mediator, but it lacked enough leverage to force either North Korea or the US to assume their responsibilities. Over time North Korea continued its development of nuclear weapons (Klingner 1). In September 2017, North Korea conducted a 6th underground nuclear test that was the most successful detonation the country ever had (Revere 4). The blast included a thermonuclear element and yielded an estimated 250 kilotons (Revere 4). The actions indicate a strong will by the North Korea regime to develop weapons (Revere 5).
