One of the laws that are on books but rarely enforced is the Straw Purchase Law. Straw purchase becomes illegal when a buyer purchases a gun and is unable to pass the required federal background checks. The law is applicable when the buyer lies to the firearm retailer about who the gun is for. This law is hard to enforce because it is difficult to track and prosecute an individual unless the straw man tips the firearms retailer off. In this case, the retailer would not sell the gun and instead contact the ATF.
