This is an academic research paper 12 – 15 pages in length, written double spaced, 12 point font, APA referencing.
Identify a social problem that forms a comprehensive sector of social policy. This may be a federal or provincial dominant policy (although it should be contextualized within the tri-level government system).
This research paper is constructed so that you will use many of the readings and critical thinking skills that you have developed throughout the course. Please reference according to APA academic referencing. You may also use additional resources.
The following is as framework or guide for major sections of the paper. You may not be able to, or want to answer all questions under each major heading they are simply a guideline. However, each major heading should have some coverage in your paper. It is recommended that you use subheadings when writing your paper.
1. Take the social problem and identify indicators
a. Include a discussion about individual well-being. (if there was no problem what would individual well- being look like? Refer to either Maslow’s hierarchy or other models of well-being from Chapter 1
b. Identify how this is a ‘public problem’ as opposed to a ‘private trouble’
c. What is the social knowledge about this problem?
• Note the social and/or economic indicators that make this a social issue
2. Wherever possible, provide some historical perspective
. on both the development of the most current social policy on the issue
a. on any insight in the developmental process (consultation, previous implementation and evaluation).
b. These sections will inform any current change process that is occurring in the area of social policy you are writing on and/or direct you to critically think about the optimum process for change (if that is required)
3. What is the service delivery model?
Describe the role of the government sector (all levels of Canadian government) in the development and implementation of this social policy
a. Is the organization characterized by vertical, horizontal or organic (alternative) structures?
b. What is the role of participatory democracy?
c. How is accountability achieved?
4. What is the role of service providers?
How does this sector rely on professional, paraprofessional and volunteers?

In this paper, a social problem in Canada which forms a comprehensive sector of social policy is identified. The identified social problem is the child welfare crisis. In Canada, Child welfare is understood as a system of children’s aid societies created by territorial and provincial governments, sometimes in partnership with private organizations. The purpose of child welfare is essentially to offer services which substitute or supplement parental care and supervision (McMurtry & Brownel, 2014). The social problem is contextualized within the tri-level government system.
The social problem: Child welfare crisis in Canada
At the moment, child welfare in Canada is a public problem as opposed to a private trouble because in the child welfare agencies in this country, there are incidences of sexual, emotional and physical abuse against children as well as incidences of child neglect. There is an increase in the number of cases of children being abused in foster care and cases of children left to languish without any intervention (Strangler, 2013). There have also been reports of children who have suffered chemical burns on their bodies whilst in foster care. Some frontline workers and parents have also raised complaints of child protection agency workers exhibiting malicious behaviors such as lying. Some parents feel that social workers have illegally and unnecessarily interfered in their lives (Public Health Agency of Canada, 2015).
The social knowledge regarding this problem is extensive. Members of the public and professionals often report any suspected incidences of child abuse. Incidences of children who have languished or died while in foster care have been widely reported by various news media. This has brought public attention and scrutiny on the country’s child-welfare crisis. In early 2016, an inquest would be carried out aimed at probing the gruesome death of a 7-year-old girl, Katelynn Sampson, who was found dead. She had been injured from toe to the head whilst in the custody of her legal guardians in Toronto. In early 2014, there was an inquiry report into the death of a 5-year-old girl from Winnipeg, Phoenix Sinclair. Apparently, she died after being taken back to her mother who was abusive. In 2013, the torturous death of 5-year-old-boy Jeffrey Baldwin under his grand-parents’ care shocked the nation (Drover, Moscovitch & Mulvale, 2014).
The social problem of child welfare in Canada impacts Aboriginal people more than other groups in the country. Boesveld and Humphreys (2014) reported that the situation of Aboriginal children in Canada is a very big problem that confronts the country’s child welfare system. Even though Aboriginals make up roughly 4% of the entire population of Canada, about 20% of all children under State care are in fact Aboriginals and the percentage is about 40% in the western provinces. Therefore, it is important that meaningful reform be done on Canada’s child-welfare system (Auger, 2012).
