Chronic diseases are increasingly becoming a challenge especially to the aging population and have become a threat to life expectancy. Public health officials recommend self-management as the key factor to increasing life expectancy and in the prevention of hereditary diseases. However, for elderly people who have been facing these hereditary diseases it becomes absolutely necessary to initiate other measures to lengthen their life by managing them. Adewale (2018), describes lifespan management as an all-round process aimed at improving the health of the patient and if possible a total restoration. Many healthcare facilities and organizations have come up providing lifespan management services to patients who cannot perform personal care duties due to ailments especially the elderly or those in critical condition. However, these service providers are usually under regulatory bodies that look into their management affairs and also how well they can be maximized for better healthcare service provision.

The regulation of lifespan management centers dates back to the year 1965 when
 Medicare and Medicaid were established. Before then, there were no specific regulations of the centers and they were left in the hands of states to regulate them. Medicare and Medicaid financed the facilities but then still there was no full regulation as the facilities were both under the states and the federal government. In early 1970’s and 80’s, concerns arose in regard to the regulation of the centers and accountability for the money spent. Studies were commenced to address the problems that were highlighted. A Moss Amendment of 1974 was passed which introduced regulations in relation to use of qualified nurses in nursing homes. In 1986, a report from the Institute of Medicine (IOM) came up with recommendations on the patient’s rights, quality of care and quality of life (Walshe, 2001). The survey recommended the need to move from paper-based compliance with regulations to a more radical compliance that required the inspecting officers to visit the centers, observe and talk to the residents. It also recommended for introduction of penalties, blacking of payment for new readmissions provisions to take over the management of failing homes, and ultimately termination of participation in Medicare/Medicaid (Walshe, 2001). The recommendations saw the passing of the Nursing Home Reform Act, part of OBRA 1987. It took at least seven years for the reports’ recommendations to be implemented after a series of exchange in the Congress in regard to its implementation. Despite successful implementation, there were flaws that were identified which saw former president Bill Clinton in 1998 launch an initiative for improving the effectiveness of regulations of the facilities. This saw funding being increased for CMS.
