The 9/11 attack on Americans in their country highlighted an existential issue that had plagued the intelligence agencies and the government in creating a united front on fighting terrorism. The issue is lack of transparency in the operations of the bodies tasked with antiterrorism locally and abroad. They had become secretive to each other and had developed animosity which hindered efficacy of their efforts towards a common goal of fighting terrorism. Following the 9/11 attack, it was quickly realized that the American government had intelligence that if shared in time could have helped avert the terrorism attack. The main problem was how the government agencies (the CIA and the FBI) were working and relating to each other during this period. CITATION Fra151 \l 1033 (Dinshaw, 2015) noted that declassified documents showed that the two agencies had information that could have helped avert the danger. The FBI and CIA animosity has been ongoing for decades dating back to the days of President Kennedy assassination.
To avoid a repetition of a similar incident in the future, President Bush created the Terrorist Threat Integration Center (TTIC). The new agency would to merge and analyze all threat information in a single location. The issues of secrecy and bureaucracy between the CIA and the FBI would be eliminated. The new body would bring together the department of defense, the CIA and the FBI in making them to work as a team to analyze and act on potential threats. Having representatives from these departments helped create a neutral common ground for all the agencies to share information regarding terrorism.
To create a new agency to coordinate the efforts of the other agencies and integrate their communication mediums to share information. President bush created a new entity after the 9/11 attack to serve this function. The new agency was dabbed ‘the terrorist threat integration center (TTIC) but it was later renamed to national counterterrorism center. If such an agency existed, the sharing of information by the two agencies would have red-flagged some individuals who came to be part of the perpetrators of the 9/11 attack. According to CITATION Dav031 \l 1033 (Johnston, 2003), the central intelligence agency knew about the terror connections between the two men, Khalid al-Mihdhar and Nawaq Alhazmi, who in 2000 moved to San Diego and belonged to Al Qaeda.
