According to Brenda D. Phillips, an EOC (emergency operations center) is a control facility that is responsible for managing emergencies and for carrying out the principle of emergency preparedness (Phillips, 2016). The core purpose of an emergency operations center is to manage disasters at strategic levels during emergencies. This control facility also ensures that operational decisions are made regularly. For this purpose, data is collected and analyzed so that properties and lives are saved and the continuity is maintained.
