Case Assignment
The case study presented in Case 4 is about the South Australian Water company trying to align information technology in a publically owned organization. This case describes the experience of a CIO and the need to drive a wide range of business applications as well as the IT infrastructure to improve the quality of water as the corporate goal. The main challenge confronting the management team is to add value to the business through IT and outsourcing arrangements. The student will analyze the case in six sections in the order followed. Also, these sections must be used to format level 1 heading titles in the case report.
Give the case background and organizational environment.
Describe the case situation and structure of the organization.
Identify the key problems and issues in the case.
Describe how the organization responded to those issues with technology and leadership in terms of successes, failures, or unforeseen results.
Provide and assessment and reasons for supporting those solutions.
Review the case finding and conclude how the solution could be improved or propose something different.
This case was available free to read and download from the Palgrave McMillan Journal of Information Technology site. Background and Organization Environment
The SA Water is a company that supplies quality water to the Barossa Valley Vine Yards and Adelaide. It should be noted that most parts of SA are covered by Sandy deserts. The only great river passing through is Murray and is unreliable as it is unportable and shrinking. The SA Water has long addressed the challenge by a laboratory that tests water which is internationally recognized.
From the 1990’s the SA has evolved to being a government department and later into a government owned corporation through restructuring. As a Government-owned Corporation, it outsources operations and maintenance to United Waters from Adelaide's water supply. Ann Howe, who was appointed as the CEO of the organization worked to structure the functional lines of the organization which included a separate business unit to manage the water testing laboratory (Torogoon & Jetton et al. 2004). Later in 1999, the CEO brought David Johnston, an external appointee. During this time, the IT infrastructure of the company was in a poor state; they could not meet the system standards operation of the company. This is for instance; the infrastructure was unable to support the email system effectively (Kumar, 2016).
Case Situation and Structure of the Organization
One of the major roles of the SA water is the development of the water industry of SA. It is also a subject to States and Federal Acts which are more than 120 in number ( Rusu & Viscusi, 2017). This is alongside other operating procedures, industry guidelines, regulation codes and industry guidelines. The SA Water had more than 1500 employees. They were distributed across the range of fields and offices in the organization. The Windows XP Desktop platform of the organization was facing its end of life. The company thus required a new platform through which it could deliver its services efficiently (Torogoon & Jetton, 2004).
The Key Problems and Issues
The existing EUC environment formed the basis of a hindrance to responding effectively and timely on the business requirements that were constantly changing. The reason being, to inject new capabilities, disruptive and costly upgrades on the major platforms were required. The end user computing solutions related to the job were impaired. It was thus appropriate that such an opportunity be recognized which included mobility solution provision and BYOD support.
The IT performance of the organization was poor historically. It had a record of failing to complete its job. This record formed a basis of discouragement investing in IT by the Business. Some of the company’s business units had bypassed the functions of the IT. The other key problem of the case was the failure of the company to invest in the Geographical Information Systems. It had stayed on its 1980’s implementations (Torogoon & Jetton, 2004).
Solution
