Healthcare Policy Proposal Name Institutional Affiliation Healthcare Policy Proposal This paper seeks to discuss a proposed health care policy that is designed to improve a specific population’s access to quality and cost-effective health care. The proposal in question is the newly-introduced American Patients First Initiative (HHS, 2018). This proposal is an effort by the Trump Administration to lower drug prices and reduce out of pocket costs for American citizens. This initiative is squarely aimed at tackling the high prices for listed drugs, overpayment due to lack of a negotiation platform and the ever-increasing rate of inflation for which the consumers suffer. The Department of Health and Human Services has proposed an avenue through which the above challenges can be navigated successfully. According to HHS (2018), under the Trump administration, the Health and Human Services are looking to effect improved competition for fair market pricing of drugs, better negotiation to enable affordability of much-needed drugs, corporate incentives for lower drug pricing and curbing the volatile inflation of drug prices. The policy in question is designed with the aim of improving cost-effectiveness and health care equity for the population as follows. Firstly, policymakers and legislators have made the provision for a Drug Cost Commission that has the mandate of regulating the prices of prescription drugs. The following step involved amending the Medicare act to provide plan providers and sponsors more power when negotiating with drug manufacturing entities. The Federal Drug Agency plays a similarly vital role which is to enforce rules which require manufacturers to include list prices in the advertising and promotional campaigns (Sommers, Kenney & Epstein, 2014). This brings about an aspect of transparency in the prescription drug market. In addition to the previously mentioned aims, the policy has been proved to be financially sound. This is because one of the main aims of this initiative is to reduce the economic strain of the dynamic prescription drug market on the American population. This burden on Americans is caused when foreign bodies purchase drugs made in America at reasonably low rates, which has the ripple effect of American citizens paying more for prescription drugs to partly subsidize the significant costs that accompany effective research and development of drugs (Adepoju, Preston & Gonzales, 2015). The proposed increase in prices of American-made drugs in foreign countries would result in a swift reduction of prices of the same drugs within America, thus satisfying one of the set targets of this initiative. The implementation of this policy calls for ethical, legal and political consideration to ensure accountability during its introduction and subsequent execution. From a political point of view, this agenda was one of the pillars of President Trump’s campaign prior to his election. He promised Americans affordable healthcare by carrying out a series of reforms on the existing policies. Ethically speaking, the initiative will directly result in American citizens spending less money on prescription drugs. This indirectly puts money into the pockets of individuals who can spend it improving other aspects of ...
