According to Bartmess et al. (2021), Connecticut is one of the seven states with nurse staffing committees responsible for assessing policies related to staffing and recommending appropriate legislation for improved work environment and patient outcomes. Even with this progress, the state remains behind others, such as Massachusetts and California, that have achieved significant milestones by advocating for laws that mandate the implementation of a set nurse-to-patient ratio in all hospital departments (Bartmess et al., 2021). Thus, this recognition challenged the Connecticut representatives to sponsor Bill No. 1067, seeking safe and sufficient nursing staffing in the state on January 2023.
Summary of the Legislation
SB1067 has passed all the legislative processes and became effective on 1 October 2023. It brought transformative changes in the “nurse staffing and overtime policies in hospitals,” promising continued improvements in the quality of care and work satisfaction among stakeholders (An Act Concerning Adequate and Safe Health Care Staffing, 2023, p. 11). One of its leading changes requires all hospitals and units to meet specific patient-to-nurse ratios. This component also includes the need for assistive professionals to deliver care to patients in each care unit in the facility. Such requirements seek to improve the overall quality of care and ease work-related burdens among the nurses.
The legislation demands all Connecticut health facilities include a nurse-directed staffing plan. They must also ensure they post these documents so all stakeholders, including the patients, staff, and the public, can access and see them. For ease of monitoring and assessment, hospitals should preserve all staffing records for at least three years since their creation and avail them to the public health department as needed.
