Name: Instructor: Course: Date: Welfare The reading draws on the basis of welfare that the society has come to enjoy. It is chronological approach as to how some of the most intricate welfare programs started out across the globe. Dating back to the early years of the 19th century; the reading is very elaborate on the way that the social welfare started out. With most of the Europeans who were considered as the middle class along with those that were much wealthier living longer and healthier lives compared to those that were much poorer in the society. As such, before the start of the industrial age, there came the thought of insulating people from risks. Where they would voluntarily come together and form welfare societies which they contributed towards as members of the same. From the premiums, it was much easier for the populations to be subdued by risks such as health among others that induced losses on the people. This would eventually give rise to the element of social insurance. Following the World War II, most of the countries started taking up the social welfare approach to protect the wellbeing of their citizens. Elements such as mass schooling however were still struggling, with most of the leaders specifically in Europe citing the notion that, education did not in any way help the people in the society. In some of the arguments, they pointed out that, education was most likely going to increase elements of insubordination and raise the crime levels.
