I think the most important idea presented in chapter 4 is the methods for formulating competencies. At the beginning of the chapter, the author notes that while organizations consider the formulation of competencies as important, they also see it as a time-consuming activity. Therefore, I think it is important for organizations to understand the methods used in the formulation of competencies. The three fundamental methods presented are expert panels, primary research, and the use of generic models. I believe that when organizations get to understand these approaches, they would be in a better position to formulate competencies successfully. The author notes that the methods are not mutually exclusive.
Expert panels made up of line managers or incumbents can be used in the development of competencies that are imperative for job success. As for primary research, it involves getting people to describe the events and incidents that are important for their roles. An organization can also make use of a preexisting model. It is evident that there are options which an organization can decide on when formulating competencies. Such information provided in the chapter can be instrumental in making it easier for organizations to develop competencies and consequently succeed.

I think the most important idea presented in chapter 5 is the need for both relationship and task behaviors in every situation.
