The research indicates that teens in care homes are 2.5 times more likely to persistently engage in chronic crimes than those not in care homes. In fact, they start committing chronic offenses when they are too young due to domestic issues, conduct problems, and harmful self-personality. However, males in foster care average a higher chronic offense rate than females. Generally, many people argue that most foster care children have deviant behaviors that contribute to their criminal records. However, the study indicates that only 5% of children enter foster care because of deviant behavior. Majority of them (61%) are in care because they are continuously neglected and abused by their own families. This point is stressed by Moreau (p 222) who reckons that children will always be neglected as families are busier than they have probably ever been. This goes against the notion that a loving family provides much more to a child than what any other institution can offer. However, foster cares are also to be blamed as children are continuously put under frequent changes. Therefore, regular changes in how they are taken care of, their living environment, their school setting, and who provides physical and emotional support damages their lives further, (Lambie, p 451).
