Historian Mather Gardner indicates the historically that “Likely to become a public charge (LPC)” tended to diminish women on the basis of their economic ability. LPC constrained women by evaluating their contribution to the economy of the U.S. Using the public charge rule, immigrants classified as LPC were denied permission to enter the country. The author notes that women immigrating to the U.S. in the early 20th Century who were “alone, pregnant or with children were "routinely" excluded as LPC”. In The Immigrant (2013), Ewa, Magda’s sister is denied entry into the U.S. Her sister is quarantined due to her lung disease.
