As a result of the increased significance of pre-school education, different countries are putting up appropriate policies to promote early childhood education. Most of these policies put in place are usually followed by operational plans on implementation to promote the growth and development of the child. The approach to early childhood education is different in most countries. There are different levels of pre-school education and all this have been designed depending on the policy makers in the government. This paper presents a reflection of these policies in three parts; Asia, Europe and Africa. Information contained in this article was due to engagement with the existing resources on the topic. Preschool Education Systems in Europe In the European countries, access to pre-school education is mandatory. Pre-school education system in Europe is considered a mandatory and it emphasizes that the parents and the wider community should be willing to offer the necessary support for the children. Parents are the core of the education system and as Sheridan et al (2007) notes, the countries have come up with appropriate economic policies to promote the pre-school education. In Sweden, a number of reforms done by the government have contributed to the improvement of pre-school education CITATION Son09 \l 1033 (Sonja, Joanna, Hanb, & Kwon, 2009). The responsibility of pre-school management falls under the ministry of education. The unveiling of the national curriculum for the pre-schools has also created a pre-school system that pursues common goals. As observed, the role of government in pre-school education in most of the European countries is so critical. Most of the policies intended to promote pre-school learning are carried out by the government. Even though the government comes up with changes to promote pre-school education, the municipalities area also actively involved. The municipalities are responsible for the interpretation of the policies. The policies also apply to the private institutions. Even if the pre-school institutions are privately administered, it is important for them to adhere to the guidelines given by the government on pre-school curriculum. As of 2017, it is approximated that 84% of all the kids aged 1-5 years old attended pre-school. Play time is also important in the pre-school system and appropriate structures have been put in place to promote leisure activities. All the leisure activities carried out should contribute to the development of the child. Things are no different in other countries like Italy. In Italy, the pre-school education system has been divided into two. Most of the children attend scuola dell’infanzia provided to the children who are aged 3-6 years CITATION Tul10 \l 1033 (Tullia, 2010). Children who are under the age of 3 have challenges attending pre-school education. However, the government has established institutions known as nido for this children.
