In the article, Nancy E. Rose shows how the two most important social security programs that are the Emergency Relief Administration (FERA) and the Civil Worker Administration (CWA) evolved over a given period. She examines the introduction of the Work Progress Administration (WPA). All the events happened in the year 1935 when the United States was facing numerous relief problems that led to the formation of the Social Security Act.

Nancy E. Rose is trying to explore the various reasons why work programs were excluded from the Social Security Act. She argues that the FERA provided direct relief and work relief to people, but it was found out that the program was so problematic and the WPA program, therefore, replaced it.
In the article, she also shows us that the FERA program contributed a lot to the removal of the ideology of the Dole that gave an assumption that the people who received the reliefs were lazy. This was due to the introduction of the work relief project where people would be provided with jobs. The two programs (FERA and CWA) brought about many changes in the United States Labor Sector in the year 1935.
FERA program also brought about changes in the industries that existed. They were given various contracts to manufacture various commodities. However, she argues that there was a problem with the low amounts of the wages that the workers who worked at the industries were paid CITATION Ros89 \l 1033 (Rose, 1989). The labors were exploited at the expense of the nation by being given limited opportunities to express themselves.

In his speech, President Roosevelt argued that the formation of the Security Act was to ensure that the many youths of America get to work in the various cities. Previously, Nancy E. Rose had argued that the programs that were included in the security act had led to the labor exploitation and caused the existence of a class stratification between the poor and the rich.
She further criticizes the project further by arguing that the FERA administrators focused more on getting rid of the Dole Ideology at the expense of the workers CITATION Ros89 \l 1033 (Rose, 1989). The method of employment was also questionable. People were just chosen to be administrators of the project without proper consideration.
