Similar to French sidestepping of international law obligations related to human rights as shown in the Battle of Algiers, at the time of the second Iraq War in 2003, the US was a signatory to the UDHR, all Geneva Conventions including the humane treatment of prisoners of war, and the Torture Convention (which outlaws torture in all circumstances and commits states to refrain from sending people to places where there is credible fear of being in danger of torture). This did not prevent the use of torture, as the US created a category of ‘enemy combatants’ that put the fighters outside the protection of law.
In your view, do French and American willingness to step outside their international legal commitments indicate that in the last analysis when you need international law you can’t rely on it? Drawing on class readings and discussions, how else might we make sense of the relationship between international law and great power behavior?

The battle of Algiers is a film that recreates the struggle for independence in the North African country. It depicts the 1957 events where Algerian guerrillas fight against the colonial rule of the ruthless French. The cause of the conflict was oppression and the persistence to injustice forced through colonialism and occupation. So ruthless the French soldiers were that the director of the movie had to tarts with a scene where the French soldiers are using torture to get information from an old man. Such scenes are seen throughout the movie observing that such violence is not at disposal for terrorist or insurgents only but it is also used conventional militaries when it suits them. The idea of the movie is to unmask that despite the agreement on human rights some nations do a side step on the matte...
