Under pressure to balance their budgets, governments at all levels have resorted to fiscal gimmicks, such as delaying the wages and salaries of government employees from the last day of the month to the first day of the following month. As a result of this change, the employees had one fewer pay period for the year. How would this sort of change affect the reported expenditures of a governmental fund under GAAP? In your opinion, should GASB address this issue? Why or why not?

Good morning Dr. Royal-Smith and classmates,
For the week 6 assignment, I plan to use various sources to write a complete persuasive paper to address the questions in the assignment about the relationship between atmospheric weather patterns and food security in the developing world. Since it is a persuasive paper, I will use research driven from primary and secondary sources. In this paper, I will use a combination of research that includes SOC 450 course material including the Hite Chapter readings (2021), additional course media information, World Bank Reports for Developing Countries, and information from the Library of Congress. I have checked the World Bank List of Developing Countries (2020) from the Course Info section, I have selected the countries of Liberia and Mexico. Both countries have existing climate change, global warming, and food security issues policies.
I also plan to use Strayer University online research portal, academic research databases and other credible sources to gather data that will address the questions in this assignment as well as providing a well written persuasive paper on the matter. The focus of this paper will be within the specific course materials and learning outcomes associated with the assignment, which is to focus on evaluating the impact that climate change has on the growth of the global population and the security on its food sources. Governments at All Levels have Resorted to Fiscal Gimmicks Discussion Topic 1 Under pressure to balance budgets, governments at all levels often resort to gimmicks to receive a clean bill from the audit. A typical example is the delay of wages and salaries of government employees from the last day of the month to the first day of the subsequent month. This means that employees have one less pay period for the year. GAAP is a collection of commonly followed accounting rules and standards of financial reporting. There, this gimmick by governments aims to navigate the requirement of GAAP, to produce an impression that budgets are balanced effectively. At the same time, indeed, the employees’ salaries were delayed to achieve the fete. Since GAAP is a product of GASB, GASB should not address this issue because it shows a symptom of problems in balancing budgets within governments. The address should focus on strict accounting methods that do not allow this gimmick or requirements that show explicitly that the gimmick is present and for a specific reason.
