Critical to enacting legislation that significantly changes policy is overcoming what academics call “path dependence.” Drawing on the readings and our class discussions, explain how a policy path becomes entrenched and how that entrenchment affects policy choices. Alongside your explanation, include at least one specific policy example!

Path dependency is a term that is used to elaborate on how a set of decisions made by a person are limited by the decisions made from the past events. However, this term has a different meaning in economics and social sciences. This term is characterized by vicious cycles. However in political science path dependence is a process through which the early steps in certain processes are reinforced in consecutive steps, enforcing policies through a series of self-reinforcing deeds. Political processes depend on path dependency. It is also a significant factor when elaborating on the progress of policies and institutions in the political life of the United States. There are three aspects of path dependency. These paths are legislative entrenchment, beneficiary entrenchment, and bureaucratic entrenchment.
The entrenchment clause is a law in the constitution that come up with certain amendments that are difficult or impossible to pass. These amendments are later termed as admissible. In the legislative process, several inter-related factors are combined to effectively develop an entrenchment through path dependence (Yasha Mounk). Although sometimes it might not bear any efforts to look for a single origin of a certain policy, most of the successful policies have several parents. Further, there are times when political leaders might adopt a certain policy as a focus of their agenda. One of the main motivators of any political leader in enacting a certain policy is avoiding blame and taking credit. When it comes to path dependence it means that political leaders have supported a certain policy, even though the leaders might not be the main supporters of the legislation, taking interest in the development and enactment of a policy is very important. As stated by Pearson, political leaders have the ability to use their power to appear very successful and avoid failure (Stone). When these factors are combined, it becomes very difficult to reverse the policy that is in existence.
When certain legislation is passed, the next step that is followed is turning the policy into an actual program. This is a bureaucratic process that takes place at the executive branch of the government. Additionally developing a new program in the government involves developing new bureaucratic infrastructures that will assist in administering the program. This also involves the creation of administrative, human and physical infrastructure (Jill Lapore).
