Laws begin as ideas. The House of Representatives sponsors the bill, there are 435 congressmen and each representative serves the people of a specific congressional district by introducing bills and serving on committees. The Senate on the other hand is the upper house of the bicameral legislature of the United States. Each U.S state is represented by two senators regardless of the population. The bill proposed by the House of Representatives is assigned to the Senate for consideration. The House of Representatives together with the Senate comprises the Congress. The actual work of the Congress both in the House of Representatives and Senate is done through committees. A bill must pass both bodies in the same form before it can be presented to the president for signature into law. The powers and composition of the congress are established in Article one of the US Constitution (Schmidt, Shelley, Bardes 208).
The House of Representative differ from the Senate in that the Senate has several exclusive powers not granted to the House which include consenting to treaties as a precondition to their ratification and consenting of appointments to people like federal judges, military officers, cabinet secretaries, regulatory officials, ambassadors as well as trial of federal officials impeached by the house. Another difference between the two bodies is that the Senate is a more deliberative and more prestigious body than the House of Representatives, the reason being the longer terms of six years, smaller size and statewide constituencies of the Senate as compared to the two year term of the House of Representatives. The Congress works through four types of committees, these are;
Standing Committees which are permanent panels identified in chamber rules. The rules also list the jurisdiction of each committee. These are the real workhorses of the congress who are organized in ways similar to the organization of the executive departments. These committees consider bills and issues and recommend measures for consideration by the respective chamber. They have an oversight responsibility to monitor agencies, programs and activities within their jurisdiction.
