This is because terrorists have the capacity to network more operatives, material and money across the borders and even through the crevices of the world economy. It is therefore only through extensive collaboration on issues like intelligence, financial flows, as well as police actions that the United States can counter the threats of criminal groups and international terrorists. Most significantly, the threat presented by North Korea involving nuclear weapons and biological weaponry requires the most extensive collaboration. In fact, a more effective and deliberative response is needed to put to an end the threats of international terrorism. The challenges facing United States is how it can harness the vision of the international collaboration on countering international terrorism as well as establishing a road map that will necessitate implementation of its security strategies. The G16 would act partially as a confidence building forum for this initiative, which should be strengthened by a balanced regional outlook-the G8, as well as the outreach five other states (Brazil, Mexico, India, and South Africa) and the three additional states; Egypt, Turkey and Indonesia.
