Security Threats To The United States And Strategies To Counter Them
The aim is to think concretely about the relationship between 1) grand strategies; 2) operational strategies and force structures; and 3) the reality of limited resources: that you cannot do everything, you cannot purchase every weapon, you cannot structure your force in an ideal way for every possible contingency. You must therefore make some choices based on what you think are the most important priorities.
Put differently, how a country’s military forces are structured should, in theory, reflect that nation’s strategic priorities and what it sees as the primary threats to its security. Note that security can be understood in two ways: material security (that is, economic interests) and physical security. Most countries adopt defense strategies that address both concerns.
At the same time, how one defines security threats should both reflect and shape one’s broader strategy. As Army Chief of Staff Mark A. Milley stated in May, 2016, "The very first thing that has to be answered is: What's the role of the United States in the world? How do we define ourselves? And I think that question has to be asked and answered before we get into details about tactics and operations."
The idea is to propose something that is consistent from top to bottom.
