A referee supervising a game has the ultimate control on calls and rulings being done during a football match. Therefore, since the Job involves making judgment calls which affects the results of the game it is paramount that they understand all the rules of football. However, he is involved in making difficult calls when announcing and explaining penalties, observing if there is illegal blocks or even if there are hits being made on the quarterback and makes judgment on fumbles and passes to ensure proper rules are followed.
