The bills seem to protect the rights of the slaves, but various sections do not advocate for the total elimination of slavery in the republic. These laws act as a challenge to the people living in Virginia.
According to the bill, no person is allowed to free a slave not unless the action is justifiable by the law. As well, no one is allowed to become a slave after the enactment on the bill not unless they were a slave before it was passed. This is an indication that the republic is still facing the challenge of slavery and its people are afraid that if they go against the law, then will seize to be under its protection. A slave would also require a pass to show that they have permission from their master to go somewhere. The discrimination is also extended to the fact that the Negros and Mullatos are not allowed to riot, trespass or have unlawful assemblies. Therefore, the people of Virginia are facing strict laws that act as a challenge in their lives.
