For this assignment, you will write an in-depth topic proposal for Essay 3. The topic proposal is to ensure that you thoroughly consider your topic from all angles before committing to it. Without the topic proposal, you might choose a topic that is too broad to address, select a topic that is too narrow, select a topic that will prove difficult to sufficiently research, devise a claim that is impossible to support, devise a thesis that is a mere statement of fact rather than an arguable claim, or compose a report rather than an argument. As you can see, the potential pitfalls are many, so writing a topic proposal is a necessity before beginning Essay 3.
To complete this assignment, you will do the following:
In two paragraphs, briefly describe your topic. In the first paragraph, provide an overview of the issue at large. In the second paragraph, explain your views on the issue and give a tentative thesis (arguable, defendable claim).
In one paragraph, briefly describe how this issue affects the audience (Oklahomans, Americans, global citizens, etc.). What social, economic, and cultural implications exist as a result of this issue?

For this assignment, you will write a classical argument based on an issue that is arguable and defendable. Ultimately, an audience will be persuaded with effective rhetorical appeals and sound evidence. Suggested Writing Prompts & Rhetorical Situations (Choose One of the following prompts):  Write an essay that presents a problem and proposes a solution for an issue that affects Oklahomans and/or Americans. Using the classic argument structure, present the problem in the introduction and narration sections. Present your solution to the problem in the thesis and use the argument, refutation, and conclusion sections of your paper for your solution. Through your investigation of the problem, collect sources that explain the problem and that propose solutions. Choose the best sources to use in your paper. The solution that you present can come from a credible source, or you may decide to propose your own solution. In any case, use strong rhetorical appeals and avoid logical fallacies. Be sure that your solution does not create more problems. For example, if you are writing about a food-related issue, decide if you want your solution to focus on:  the individual level (how a person can avoid fast food or learn to cook);  the community level (what non-profit groups in OKC are doing to address food scarcity);  the state level (whether school lunch guidelines should change); or  the federal level (what laws and regulations should be enacted to change how food is labeled).  Write an essay convincing Americans to care about a global issue by showing readers how they are connected even though it seems far away. Follow the classic argument pattern in your essay and rely heavily on the rhetorical triangle. Introduction
The burden of drug abuse is a widespread problem in America and the world. Extensive studies on the matter reveal that although the problem has been in existence for a long time, the stakes keep increasing because of the intensity of the problem. The efforts of governments, organizations, and individuals to address drug abuse have been fruitful to a certain extent, but have failed to address the problem sufficiently. Statistics indicate that the menace of drug abuse has exhibited significant growth over time, and there is a need to develop better countermeasures for use in the fight for sobriety. There seems to be insufficient outreach and sensitization of the society concerning the dangers of drug abuse, and there is potential for the further growth of the issue should the parties concerned fail to initiate appropriate responses to the problem. The essay focuses on the lack of awareness of the severity of alcohol abuse in Oklahoma as a part of the concern in the drug menace.
The Problem
Studies on alcohol abuse indicate that alcohol is the top choice for substance abuse in Oklahoma. The statistics have provided several observations on the issue of alcohol abuse and dependence in the area (White 3). The first observation is about 326,000 Oklahoma residents of twelve years and older are dependent on, and abuse alcohol and other illicit drugs. Two hundred fifty-one thousand people of the figure quoted suffer from alcohol addiction, and only 7.6% of the number access the assistance required for alcohol treatment. Second, the area records a rating of the eleventh highest record of alcohol poisoning in the US according to the CDC. Thirty percent of the people who receive treatment for substance abuse through services the ODMHSAS supports report alcohol as the preferred choice of drug. Further statistics indicate that 19,000 residents of the area who are 21 years of age or older have reported heavy alcohol use, which means that the individuals have consumed at least five drinks on not less than five different occasions in the previous month. Also, 72,000 residents between the ages of 12 and 20 have reported binge drinking during the previous month. A Princeton study has identified the influence of alcohol use as a cause of death (White 4). The increase in the rates of mortality has ties to accidental poisoning in the form of a drug overdose, suicide, and chronic cirrhosis and liver diseases with ties to alcohol consumption. The three factors claimed twice as many lives in 2014 as the factors did in 1994. Alcohol problems cause more concerns in Tulsa County than any other factor in the same bracket (White 5). The county records a DUI that is higher than the state average by 20%. The statistics illustrate that the alcohol problem needs more attention than the action the issue has received so far.
The severity of the Problem
The impact of the alcohol abuse problem has a far-reaching consequence on the individual and the state.
