Second, Congress failed to provide a better legislative charter, which outlined how different agencies were supposed to act by law in response to such a disaster. Thirdly, Congress failed by having too many congressional committees conducting oversight (Mycoff 21). Having several congressional committees overseeing response was likely to slow the organization and response from different disaster management agencies.

Also, cumbersome regulations were eliminated to increase FEMA’s rate of response. Thirdly, instead of waiting for a state to get assistance, FEMA initiated pre-event disaster mobilization. The agency also went ahead to stage relief supply sections in areas prone to hurricanes and storm disasters. Also, FEMA’s response time was now described in the number of hours and not days.
